Search for average person 100m time and you get precise-looking figures with nothing behind them. Trace them back and they end at forum posts, then at blogs that copied the forum posts. A number quoted to the tenth of a second for a population nobody measured should read as a red flag, not as authority. Measured benchmarks by level, which do have sources, are in the 100m times by age.

What actually gets measured instead

Sports science tests short sprints: 10m, 30m, 40 yards, and flying segments on a timing gate or a non-motorised treadmill. Those are the data we have on ordinary adults. Turning a 30m split into a 100m estimate requires assumptions about how long someone holds top speed, and untrained adults slow down considerably over the last 30m. The 40 yard dash is the one short sprint that gets tested widely, and its averages by age are the closest thing to population data.

Top speed is what separates the tiers

Across his 9.58 world record, Usain Bolt averaged about 10.4 m/s and peaked near 12.3 m/s. An untrained adult usually tops out somewhere between 6 and 8 m/s. The start and the reaction barely matter at that gap. What separates a 16-second 100m from a 10-second one is the speed that gets held from 40m to 80m. The same gap between an ordinary adult and a record holder shows up in the pit, as how far a human can long jump sets out.

Best estimate is 13 to 18 seconds for an untrained adult man and 15 to 21 for an untrained adult woman. No one has measured it properly, so anyone quoting a single figure to the tenth is guessing.
How fast can the average man run 100m?
Most men who have not sprinted since school land somewhere in the mid 13s to high 16s, with age and body composition driving most of the spread. A regularly active man in his twenties is usually nearer 13 than 16.
Is a 15 second 100m good?
For an adult with no sprint background it is respectable. For a high school athlete it is well behind a varsity field, where boys run 11.2 to 12.4 and girls 12.4 to 13.8.
