What the specs and the times tell you

The specs stop changing after middle school

Thirty three inch barriers, 13 meters to hurdle one, 8.5 meters between each of the ten, and 10.5 meters from the last one to the line. High school, NCAA, and World Athletics all use the same layout. Junior high girls race the same distance over 30 inch hurdles, and that is the only step down you will meet. The heights for every other hurdle event are in hurdle height by event and age.

Three steps is basically the whole event

The 8.5 meter spacing is set so a grown woman can cover it in three strides. A shorter or younger athlete who cannot get there yet runs four and alternates lead legs, which costs a couple of tenths at every barrier. Reaching a clean three step is usually worth more than any amount of extra flat speed. Benchmarks across all three hurdle events sit in average hurdle times by age.

Sprint speed sets your ceiling, not your time

Plenty of 12.6 sprinters run 17 second hurdles, and plenty of 13.2 sprinters run 15.5. Across ten barriers the time you lose in the air swamps the time you gain on the ground.
