A good varsity 100m hurdles time is around 15.5 seconds, with sub-15 scoring at sectionals and states. The breakthrough is usually a clean 3-step rhythm between barriers.
College women run sub-14 to score, with elite around 12.8 and faster. At that level the clearance is barely a hop and the rhythm never breaks.
