Hurdle times aren't pure sprint times
Adding 10 barriers to a 100m flat usually adds 1.5 to 2.5 seconds. A 12.5 sprinter who hurdles cleanly runs around 14.0-14.5; a 12.5 sprinter who fights every barrier runs 15.5+. Barrier height drives most of that spread, which is why the 110m hurdle ladder for high school boys names a height on every row.
